Shri Anurag Aggarwal – President welcomed all members to the Executive Committee Meeting.

(1) Homage

Shri Dilpreet S.Boparai, General Secretary informed the members that two minute silence will be observed in memory of our members and family members who have left for their heavenly abode.

(2) Approval of Minutes

The General Secretary informed the house that Minutes of the fourth Executive Committee Meeting held on 28.01. 2023 were circulated to the members. Approval of the minutes was sought from the House.

The minutes were approved by the House.

  1. Activities held in February, 2023

Shri Dilpreet Singh Boparai – General Secretary shared information on the activities which took place in February, 2023 with inputs from the Executive Committee members.

Suggestions for inclusion in the Punjab Industrial Policy 2023 were handed over to the Chief Minister Punjab S.Bhagwant Singh Mann in his office by Shri Anurag Aggarwal, President.

1.2.2023

The Union Budget 2023 was presented by Finance Minister Smt.Nirmala Sitharaman. Highlights of the budget were discussed during an interactive session conducted by Zee News at MIA Bhawan. Shri Anurag Aggarwal President was in the Zee Studio as one of the panellists during the presentation of the budget.

1.2.2023

Punjab Bureau of Investment Promotion organised a run up to the Progressive Punjab Investor Summit 2023 -Mohali Session at Hotel Radisson Red, Bestech Towers, Mohali. Hon’ble Chief Minister Punjab was the Chief Guest on this occasion. The program was attended by President and Office Bearers.

President and Office Bearers met MLA Mohali S.Kulwant Singh to discuss the issues related to Industrial Area Phase IX and Sector 82 JLPL Mohali.

A Press Conference was held at Chandigarh Press Club regarding 50% unearned increase clause. The Press and Media gave wide coverage to this news.

22.2.2023

Canara Bank MSME Outreach Program was held at MIA Bhawan. The session was very well attended. Various MSME schemes were shared with the members.

23-24 February,2023

The two day Progressive Punjab Investor Summit was held at ISB Mohali. The sessions were attended by members. Investment opportunities were shared with delegations from Japan and UK.

24-28 February,2023

Mach Auto Expo 2023 was held in Ludhiana. President and Office Bearers attended the session. Many of our members participated in the expo.

Workshop on Power Quality Meters was organised by PSPCL. Schneider Electric Company officials were present during this workshop and informed the attendees on the usage and benefits of Smart Meters. Smart Meters will be installed in industries from March 2023 in a phased manner.

The corporation (Punjab Small Industries & Export Corporation Ltd.) has sought suggestions from the stakeholders i.e.  PSIEC, Industry, Government and others with regard to subdivision of industrial plots and Clubbing/De-clubbing of plots. We had sought suggestions from the members and the following were shared with the MD,PSIEC.

Bifurcation and Clubbing/De-Clubbing of plots is the need of the Industry. Keeping in view the changing business environment this cannot be done away with. We suggest that Bifurcation / Clubbing-De-Clubbing be allowed for plots 1000 sq.yards and above and minimum 400 sq yards should be allowed as per the existing policy of 2005 of PSIEC.

 

         This policy has various sub-issues which are not addressed clearly under a single policy viz’ no. of gates; opening of gates into certain specified size of roads; road connectivity and service lanes should be clarified.

 

         Timelines/TATs for the bifurcation approval process should be clearly specified.

 

         Application and the process should be digitized/online.

 

         Plots should be allowed to be clubbed/de-clubbed as per the need of the industry for as many times without restriction, keeping in view the dynamic nature of the industry.

 

         Numbering of the combined   plot may be allowed single one of the existing (as per choice), to avoid the many mandatory formalities due to change in the address. (Eg. if   K112   AND K 113 are clubbed and combined plot number is mentioned as K112 & K113, it has to be changed in all documents.) This should be avoided.  

 

         The new policy should not have retrospective effect on the existing 2005 policy which is comprehensive and suitable for all stakeholders.

 

         Any changes made in the existing Bifurcation / Clubbing-De-Clubbing Policy should be for the future. PSIEC has allowed bifurcation of many plots in Punjab under 2005 Policy. Out of these bifurcated plots, construction had been done as per approved plans and industrial activities had been commenced. The bifurcated portions have been transferred a number of times after charging the applicable transfer fees.

         Now suddenly PSIEC is not processing the transfer documents, lease deeds, map approvals and permission to mortgage which is not justified at all as this all has already been approved by them only and is causing lot of pain to new entrepreneurs. You are requested to instruct Estate office to process the transfer cases as well as other activities related to already bifurcated plots in various focal points of Punjab.

 

         Uniform policy for PSIEC and PSIDC since they are perceived now as a single entity. Uniform policy by all development agencies across Punjab should be there.

4. Golden Jubilee of Mohali Industries Association 1973-2023.

The President informed that to commemorate this, the Association is organizing a multi-product exhibition MIA EXPO 23 on 17th & 18th March, 2023. Invitation and details will be shared with the members shortly.

The President informed that we had made arrangement for 60 stalls but due to the overwhelming response received from members the number of stalls was increased to 100 and we are happy to share that all the stalls are now booked.

It’s the first B2B exhibition which will benefit the industry. We are making arrangements for advertisement Boards and Banners and would also seek the support of the members to make this event successful.

Members suggested that they have space available in Sector 7 Panchkula / Mohali which can be utilized for putting up an advertisement board.

The President and Executive Committee members requested the members to visit the exhibition and also spread the word so that maximum members can visit the exhibition on both days.

6. Approval of New Members:

The General Secretary informed the House that the MIA fraternity is inducting 4 new members. All the membership applications have been received by the MIA office. The applications were scrutinized by the Membership Development Committee and have been forwarded to the House for approval.

The members gave their introduction one by one. Two members joined in Small Scale category and one in the Medium Scale category. One member joined in the Associate Member category. A total of 4 new members were approved. The House approved the applications of all new members.

The House welcomed the new members to the MIA Fraternity. A kit containing Certificate of membership of the Association, and a copy of MIA news bulletin and a Members’ Directory was handed over to all the new members.

The President urged all the newly inducted members to participate actively in the meetings, workshops and events which are organized by the Association at regular intervals.

(7) Any Other Point:

The President informed the members that M/s Kansal Engineering, D-218, Industrial Area Phase VIII-B, Mohali have received “Outstanding contribution of taxes in MS Category” during the Progressive Punjab Investors Summit 2023.

Shri Jagdeep Singh, Vice President thanked the members for sparing their valuable time to attend this meeting. He urged all members to visit the MIA EXPO 23 and share information about the same.
